Most recently, FTI has been a notable partner in federal, state and regional change campaigns to lead the transformation in health care to value-based care emphasizing higher quality, better outcomes and cost savings.

Mark Hawkins is President of FTI. He is a health care financial professional with extensive leadership, performance and financial analytical experience. Mark has consulted with governmental and community-based organizations on transforming their delivery systems and improving financial performance. He has experience in developing comprehensive financial models that support performance stories, which leverage quantifiable data to showcase results in a compelling narrative. Mark serves in senior management project team roles for the Centers for Medicare and Medicaid Service quality improvement projects, including Transforming Clinical Practice Initiative, Partnership for Patients and Community Care Transitions Program and has been responsible for developing performance models to illustrate quantifiable and qualitative results to capture success rate toward project goals. Previously, he has served as a Chief Financial Officer in an Acute Care and Rehabilitation Hospital, Medicare Certified Home Health Agency and Hospice Organizations.
John is a partner in FTI and serves as Chief Strategic Officer. He specializes in the design of leadership campaigns that enable executives and managers to achieve extraordinary results. He works closely with executives to develop their leadership stories and leadership skills necessary to run campaigns designed to transform the performance of their organization. These campaigns address bold strategic initiatives and opportunities that require the organization to restructure to achieve.
John has over 30 year of experience coaching executive teams across the private, public, and not-for-profit sectors. He has recently worked on major national campaigns with federal agencies such as the Centers for Medicare and Medicaid Services, the Environmental Protection Agency, and the Health Services and Resources Administration. He developed major change programs for local institutions such as Health Foundation of Greater Cincinnati, Mary Washington Health System in Fredericksburg, VA, and the Mississippi Center for Justice. John served in senior advisor roles to develop and execute strategy campaigns and technical assistance for several Centers for Medicare and Medicaid Services quality improvement projects, including Transforming Clinical Practice Initiative, Partnership for Patients and Community Care Transitions Program.
Paul is a senior consultant with FTI. He has extensive experience in effective leadership development and coaching with more than 20 health care organizations. Paul has developed data analytic systems used to collect and produce national and local performance stories, which leverage data to successfully share achievement toward bold goals. Paul is responsible for designing and facilitating national and local learning events that offer in real time exchange of knowledge by clinicians and health care professionals, to be then be synthesized into best practice examples and packaged and disseminated across national learning networks of health care organizations. He has experience in producing multimedia presentation for national events, developing change package training and patient case stories for effective change management. Paul is frequently requested by health care organizations and national quality improvement projects for his effective facilitation style and energizing networks of colleagues to find a common goal and mobilize into action. Paul has a background in economics and financial analyses and previously worked internal audits and leadership development with a financial firm.
Tom Kelly is special consultant with FTI. He works with executives and strategic teams for program development and performance improvement. His application of appreciative inquiry and other positive, results-driven techniques enables teams to design and execute breakthrough strategies in situations that are analytically challenging, logistically complex, and politically sensitive. As a Federal SES executive with forty years of leadership experience, he managed scientific and legally based federal programs, agency evaluation and organizational design, and national change campaigns.
As a consultant, Tom has been a key contributor to the design and conduct of national “meta” learning systems to identify and disseminate health care innovation to support better outcomes and improved patient experience with appropriate attention to cost. At EPA he recruited partners and led national change campaigns to reduce asthma attacks among vulnerable children in urban areas, and to prevent lung-cancer deaths related to household radon exposure. He redesigned Agency business processes to accelerate the issuance of national environmental regulations while preserving scientific and legal integrity. He also designed and led an innovative process to constructively engage Federal actors with competing interests – EPA, OMB, and SBA – in early assessment of major EPA rules affecting small businesses.
