Our FTI team has more than 70+ years in change management, financial performance and health care transformation experience. Most recently, FTI has been a notable partner in federal, state and regional change campaigns to lead the transformation in health care to value-based care emphasizing higher quality, better outcomes and cost savings. 


FTI builds systems that allow people to understand, define and achieve extraordinary performance. Mark Hawkins, MBA , President

Mark Hawkins is a health care financial professional with extensive leadership, performance and financial analytical experience. Mark has consulted with governmental and community-based organizations on transforming their delivery systems and improving financial performance.  He has experience in developing comprehensive financial models that support performance stories, which leverage quantifiable data to showcase results in a compelling narrative. Mark serves in senior management project team roles for the Centers for Medicare and Medicaid Service quality improvement projects, including the ESRD Treatment Choices Learning Collaborative, Transforming Clinical Practice Initiative, Partnership for Patients and Community Care Transitions Program and has been responsible for developing performance models to illustrate quantifiable and qualitative results to capture success rate toward project goals. Previously, he has served as a Chief Financial Officer in an Acute Care and Rehabilitation Hospital, Medicare Certified Home Health Agency and Hospice Organizations.

John Scanlon, Ph.D., Chief Strategy Officer

John is a partner in FTI and serves as Chief Strategic Officer.  He specializes in the design of leadership campaigns that enable executives and managers to achieve extraordinary results. He works closely with executives to develop their leadership stories and leadership skills necessary to run campaigns designed to transform the performance of their organization. These campaigns address bold strategic initiatives and opportunities that require the organization to restructure to achieve.

John has over 30 year of experience coaching executive teams across the private, public, and not-for-profit sectors. He has worked on major national campaigns with federal agencies such as the Centers for Medicare and Medicaid Services, the Environmental Protection Agency, and the Health Services and Resources Administration. He developed major change programs for local institutions such as Health Foundation of Greater Cincinnati, Mary Washington Health System in Fredericksburg, VA, and the Mississippi Center for Justice.  John served in senior advisor roles to develop and execute strategy campaigns and technical assistance for several Centers for Medicare and Medicaid Services quality improvement projects, including Transforming Clinical Practice Initiative, Partnership for Patients and Community Care Transitions Program.  skills and create meaning fo


John co-authored (with Dennis Wagner) the book "Choosing to Lead"  which focuses on the importance of leadership choices in making a positive impact in work and live.  The book is beneficial for anyone looking to improve their leadership skills and create meaningful work and life experiences.

Paul Scanlon, Director of Community Convenings & Collaborative Design

 Paul has over 14 years of experience in the healthcare industry. He leads FTI's efforts to support various national, state, and community organizations in designing, launching, and implementing "Learning and Action Collaboratives” aimed at improving our healthcare system’s ability to close community care gaps and address unsustainable spending trends. Paul’s passion and expertise lie in creating collaborative spaces (both in-person and virtual) that enable communities to connect, find common ground, identify partnership opportunities, and leave with a commitment to action.  He believes that a key factor driving change in any system is the quality of relationships among stakeholders and that barriers often come from a lack of connection and alignment. Paul has dedicated most of his career at FTI working to better understand how to build collaborative platforms that break down silos and encourage action. 

Paul is frequently requested by health care organizations and national quality improvement projects for his effective facilitation style and energizing networks of colleagues to find a common goal and mobilize into action.  Paul has a background in economics and financial analyses and previously worked internal audits and leadership development with a financial firm.
